The pulp and paper industry is one of the 17 most polluting industrial categories identified by CPCB India. It is also one of the most water-intensive: Indian agro-based pulp and paper mills consume 100–250 cubic metres of freshwater per tonne of paper produced and generate 75–225 cubic metres of wastewater per tonne. Only 20% of paper is recycled in India, significantly below the global average of 40%, meaning primary wood and agro-residue pulping generates the bulk of effluent.
